Lyne Jutras is the Executive Advisor to the Deputy Clerk of the House of Commons. She is responsible for the planning and harmonization of all human resources, finance and administrative functions for Procedural Services. She is a graduate of the Royal Military College of Canada with a Bachelor of Commerce degree and has completed a Master’s degree in Public Management. Some of her key responsibilities have included managing an annual budget of $1.2 Billion for National Procurement and Capital Projects, providing financial services for up to 2,800 training personnel, and supervising over 40 employees.
Early in her career, she has developed the abilities to optimize resources by fostering the development of, and recommend and implementing best practices and innovative service delivery and business approaches. She also led financial and management teams in the public sector as well as in the private sector responsible for the implementation of activity-based costing and budgeting models. In recent years, she refined her approach using the Lean methodology to better improve the overall productivity and efficiency of organizations, and enabled the integration and horizontal coordination of activities while managing change.
